Flying with cigars: carry-on, TSA rules and customs limits
6 min read
Cigars themselves are easy to fly with. The lighter, the cutter and the customs allowance at the other end are where travellers get caught out. Here is what is usually allowed, how to pack cigars so they arrive in shape, and the limits to know.
Cigars in carry-on and checked bags
In the United States the TSA allows cigars in both carry-on and checked bags, and the same is true in the EU and most other countries. Carry-on is the better choice: the hold can get very cold and dry, bags get crushed, and checked luggage is sometimes lost.

Torch lighters are the item most often confiscated: buy a cheap one at the destination instead. Rules in other countries are broadly similar, but some airports do not allow any lighter in carry-on.
How to pack cigars
- A travel humidor with a hard shell and a small two-way humidity pack is ideal for a trip of a week or more.
- For a few days, a zip-lock bag with a 62–69 % humidity pack, inside a hard case or a pencil case, works well.
- Single tubes (aluminium or glass) protect individual cigars; they do not hold humidity for long.
- Leave the cellophane on; it protects the wrapper and slows drying.
- Keep cigars in the cabin, away from the heat of a car boot on arrival.
Customs limits
Into the United States
- Returning residents can bring up to 100 cigars free of duty within their personal exemption; more is allowed but duty is charged.
- No Cuban cigars, whatever the country you bought them in. Since 2020, US rules no longer allow travellers to bring Cuban tobacco home, even for personal use.
Into the EU from outside the EU
- Duty-free allowance for travellers aged 17 and over: commonly 50 cigars, or 100 cigarillos, or 250 g of tobacco, or 200 cigarettes, or a proportional mix. Some member states apply lower limits; check yours.
- Above the allowance, declare the cigars and pay the duty and tax; undeclared amounts can be confiscated.
Within the EU
Tobacco you bought tax-paid in another EU country can be brought home for your own use without duty. Countries use guide levels to judge what is personal, typically up to 200 cigars; larger quantities need a good explanation. Some countries apply their own stricter rules, so check before you buy a box abroad.
Smoking at your destination
Smoking laws differ widely: many countries ban smoking indoors in public places, some also on terraces, beaches or near entrances. Cigar lounges are the easy answer in cities; elsewhere, ask. Remember that airports rarely have smoking areas airside any more.
Bring the journal too
A cigar bought abroad is easy to forget and hard to find again. Note it while you smoke it: aficio lets you scan the band, rate it and put it on your wishlist, so the cigar from that bar in Lisbon is still on your list next year. The cigar journal template shows what is worth writing down.
Questions
- Can you bring cigars on a plane?
- Yes. In the US the TSA allows cigars in both carry-on and checked bags, as do the EU and most other countries. Carry-on is better because the hold is cold and dry and bags get crushed.
- Can you bring a cigar lighter on a plane?
- In the US one disposable or Zippo-type soft-flame lighter is allowed in carry-on, not in checked bags. Torch, jet and blue-flame lighters are not allowed in either.
- Can you bring a cigar cutter in carry-on?
- Usually, if the blade is small, but it is at the security officer's discretion. Pack it in checked luggage if losing it would bother you.
- How many cigars can you bring into the US?
- Returning residents can bring 100 cigars free of duty within their personal exemption, and more if they pay duty. Cuban cigars are not allowed, wherever they were bought.
- How many cigars can you bring into the EU?
- From outside the EU, commonly 50 cigars duty-free per adult traveller, though some countries set lower limits. Between EU countries, tax-paid cigars for your own use are allowed, with guide levels of about 200 cigars.
